The Militarization of Emergency Aid to Haiti: Is it a Humanitarian Operation or an Invasion?

Haiti has a longstanding history of US military intervention and occupation going back to the beginning of the 20th Century. US interventionism has contributed to the destruction of Haiti’s national economy and the impoverishment of its population.

Is it a Humanitarian Operation or an Invasion?

The main actors in America’s “humanitarian operation” are the Department of Defense, the State Department and the U.S. Agency for International Development (USAID). (See USAID Speeches: On-The-Record Briefing on the Situation in Haiti, 01/13/10). USAID has also been entrusted in channelling food aid to Haiti, which is distributed by the World Food Program. The military component of the US mission, however, tends to overshadow the civilian functions of rescuing a desperate and impoverished population. The overall humanitarian operation is not being led by civilian governmental agencies such as FEMA or USAID, but by the Pentagon.

The dominant decision making role has been entrusted to US Southern Command (SOUTHCOM).

A massive deployment of military hardware and personnel is contemplated. The Chairman of the Joint Chiefs of Staff Admiral Mike Mullen has confirmed that the US will be sending nine to ten thousand troops to Haiti, including 2000 marines. (American Forces Press Service, January 14, 2010)

Aircraft carrier, USS Carl Vinson and its complement of supporting ships has already arrived in Port au Prince. (January 15, 2010). The 2,000-member Marine Amphibious Unit as well as and soldiers from the U.S. Army’s 82nd Airborne division “are trained in a wide variety of missions including security and riot-control in addition to humanitarian tasks.”

In contrast to rescue and relief teams dispatched by various civilian organizations, the humanitarian mandate of the US military is not clearly defined:

“Marines are definitely warriors first, and that is what the world knows the Marines for,… [but] we’re equally as compassionate when we need to be, and this is a role that we’d like to show — that compassionate warrior, reaching out with a helping hand for those who need it. While presidents Obama and Préval spoke on the phone, there were no reports of negotiations between the two governments regarding the entry and deployment of US troops on Haitian soil. The decision was taken and imposed unilaterally by Washington. The total lack of a functioning government in Haiti was used to legitimize, on humanitarian grounds, the sending in of a powerful military force, which has de facto taken over several governmental functions.

Leading Role of US Southern Command

US Southern Command (SOUTHCOM) with headquarters in Miami is the “lead agency” in Haiti. Its mandate as a regional military command is to carry out modern warfare. Its stated mission in Latin America and the Caribbean is “to conduct military operations and promote security cooperation to achieve U.S. strategic objectives.” (Our Mission – U.S. Southern Command (USSOUTHCOM) The commanding officers are trained to oversee theater operations, military policing as well “counterinsurgency” in Latin America and the Caribbean, including the recent establishment of new US military bases in Colombia, within proximity of the Venezuelan border.

General Douglas Fraser, commander of U.S. Southern Command has defined the Haiti emergency operation as a Command, Control, Communications operation (C3). US Southern Command is to oversee a massive deployment of military hardware, including several warships, an aircraft carrier, airborne combat divisions, etc:

“So we’re focused on getting command and control and communications there so that we can really get a better understanding of what’s going on. MINUSTAH [United Nations Stabilization Mission in Haiti], as their headquarters partially collapsed, lost a lot of their communication, and so we’re looking to robust that communication, also.

We’re also sending in assessment teams in conjunction with USAID, supporting their efforts, as well as putting in some of our own to support their efforts.

We’re moving various ships that we had in the region — they’re small ships, Coast Guard cutters, destroyers — in that direction, to provide whatever immediate assistance that we can on the ground.

We also have a U.S. Navy aircraft carrier, the USS Carl Vinson, moving in that direction. It was at sea off of Norfolk, and so it’s going to take a couple of days for it to get there. We need to also just resupply it and give it the provisions it needs to support the effort as we look at Haiti. And then we’re looking across the international agencies to figure out how we support their efforts as well as our efforts.

We also are looking at a large-deck amphibious ship with an embarked Marine Expeditionary Unit on it that will be a couple of days behind the USS Vinson.

And that gives us a broader range of capability to move supplies around, to have lift capability to help support the effort there also.

So bottom line to it is, we don’t have a clear assessment right now of what the situation on the ground is, what the needs within Port-au-Prince are, how extensive the situation is.

We also, finally, have a team that’s headed in to the airport. From my understanding — because my deputy commander just happened to be in Haiti when this situation happened, on a previously scheduled visit. He has been to the airport. He says the runway is functional but the tower doesn’t have communications capability. The passenger terminal — has structural damage to it, so we don’t know what the status of it is.

So we have a group going in to make sure we can gain and secure the airfield and operate from it, because that’s one of those locations we think we’re going to have a lot of the immediate effort from an international basis going into.

And then we’re out conducting all the other assessments that you would consider appropriate as we go in and work this effort.

We’re also coordinating on the ground with MINUSTAH, with the folks who are there. The commander for MINUSTAH happened to be in Miami when this situation happened, so he’s right now traveling back through and should be arriving in Port-au-Prince any time now. So that will help us coordinate our efforts there also, because again, obviously the United Nations suffered a significant loss there with the collapse — at least partial collapse of their headquarters.

So that’s — those are the initial efforts that we have ongoing And as we get the assessments of what’s coming next, then we’ll adjust as required.

A Heritage Foundation report summarizes the substance of America’s mission in Haiti: “The earthquake has both humanitarian and U.S. national security implications [requiring] a rapid response that is not only bold but decisive, mobilizing U.S. military, governmental, and civilian capabilities for both a short-term rescue and relief effort and a longer-term recovery and reform program in Haiti.” (James M. At the outset, the military mission will be involved in first aid and emergency as well as public security and police activities.

US Air Force Controls the Airport

The US Air Force has taken over air traffic control functions as well as the management of Port au Prince airport. In other words, the US military regulates the flow of emergency aid and relief supplies which are being brought into the country in civilian planes. The US Air Force is not working under the instructions of Haitian Airport officials. These officials have been displaced. The airport is run by the US Military. “The FAA’s team is working with DOD combat controllers to improve the flow of air traffic moving in and out of the airport. The US Air Force reopened the airport on 14 January, and on 15 January its contingency response group was granted senior airfield authority … Senior airfield authority enables the Air Force to prioritise, schedule and control the airspace at the airport, …” (flightglobal.com, January 16, 2010, emphasis added)

The 1,000-bed U.S. Navy hospital ship, USNS Comfort, which includes more than 1,000 medical and support personnel has been sent to Haiti under the jurisdiction of Southern Command. (See Navy hospital ship with 1,000 beds readies for Haiti quake relief, Digital Journal, January 14, 2010). There were, at the time of the Earthquake, some 7100 military personnel and over 2000 police, namely a foreign force of over 9000. Haiti has been under foreign military occupation since the US instigated February 2004 Coup d’Etat. The contingent of US forces under SOUTHCOM combined with those of MINUSTAH brings foreign military presence in Haiti to close to 20,000 in a country of 9 million people. In comparison in Afghanistan, prior to Obama’s military surge, combined US and NATO forces were of the order of 70,000 for a population of 28 million. In other words, on a per capita basis there will be more troops in Haiti than in Afghanistan.

Recent US Military Interventions in Haiti

There have been several US sponsored military interventions in recent history. In 1994, following three years of military rule, a force of 20,000 occupation troops and “peace-keepers” was sent to Haiti. The 1994 US military intervention “was not intended to restore democracy. Quite the contrary: it was carried out to prevent a popular insurrection against the military Junta and its neoliberal cohorts.” (Michel Chossudovsky, The Destabilization of Haiti, Global Research, February 28, 2004)

US and allied troops remained in the country until 1999. The Haitian armed forces were disbanded and the US State Department hired a mercenary company DynCorp to provide “technical advice” in restructuring the Haitian National Police (HNP). (Ibid).

The February 2004 Coup d’État

In the months leading up to the 2004 Coup d’Etat, US special forces and the CIA were training death squadrons composed of the former tonton macoute of the Duvalier era. The Rebel paramilitary army crossed the border from the Dominican Republic in early February 2004. “It was a well armed, trained and equipped paramilitary unit integrated by former members of Le Front pour l’avancement et le progrès d’Haiti (FRAPH), the “plain clothes” death squadrons, involved in mass killings of civilians and political assassinations during the CIA sponsored 1991 military coup, which led to the overthrow of the democratically elected government of President Jean Bertrand Aristide.” (see Michel Chossudovsky, The Destabilization of Haiti: Global Research. Foreign troops were sent into Haiti. MINUSTAH was set up in the wake of the US sponsored coup d’Etat in February 2004 and the kidnapping and deportation of the democratically elected president Jean Bertrand Aristide. The coup was instigated by the US with the support of France and Canada.

The FRAPH units subsequently integrated the country’s police force, which was under the supervision of MINUSTAH. In the political and social disarray triggered by the earthquake, the former armed militia and Ton Ton macoute will be playing a new role.

Hidden Agenda

The unspoken mission of US Southern Command (SOUTHCOM) with headquarters in Miami and US military installations throughout Latin America is to ensure the maintenance of subservient national regimes, namely US proxy governments, committed to the Washington Consensus and the neoliberal policy agenda. While US military personnel will at the outset be actively involved in emergency and disaster relief, this renewed US military presence in Haiti will be used to establish a foothold in the country as well pursue America’s strategic and geopolitical objectives in the Caribbean basin, which are largely directed against Cuba and Venezuela.

The objective is not to work towards the rehabilitation of the national government, the presidency, the parliament, all of which has been decimated by the earthquake. Since the fall of the Duvalier dictatorship, America’s design has been to gradually dismantle the Haitian State, restore colonial patterns and obstruct the functioning of a democratic government. In the present context, the objective is not only to do away with the government but also to revamp the mandate of the United Nations Stabilization Mission in Haiti (MINUSTAH), of which the headquarters have been destroyed.

Prior to the earthquake, there were, according to US military sources, some 60 US military personnel in Haiti. From one day to the next, an outright military surge has occurred: 10,000 troops, marines, special forces, intelligence operatives, etc., not to mention private mercenary forces on contract to the Pentagon.

In all likelihood the humanitarian operation will be used as a pretext and justification to establish a more permanent US military presence in Haiti.

We are dealing with a massive deployment, a “surge” of military personnel assigned to emergency relief.

The first mission of SOUTHCOM will be to take control of what remains of the country’s communications, transport and energy infrastructure. Already, the airport is under de facto US control. In all likelihood, the activities of MINUSTAH which from the outset in 2004 have served US foreign policy interests, will be coordinated with those of SOUTHCOM, namely the UN mission will be put under de facto control of the US military.

The Militarization of Civil Society Relief Organizations

The US military in Haiti seeks to oversee the activities of approved humanitarian organizations. It also purports to encroach upon the humanitarian activities of Venezuela and Cuba:

“The government under President René Préval is weak and literally now in shambles. Cuba and Venezuela, already intent on minimizing U.S. influence in the region, are likely to seize this opportunity to raise their profile and influence…” (James M. Roberts and Ray Walser, American Leadership Necessary to Assist Haiti After Devastating Earthquake, Heritage Foundation, January 14, 2010).

In the US, the militarization of emergency relief operations was instigated during the Katrina crisis, when the US military was called in to play a lead role.

The model of emergency intervention for SOUTHCOM is patterned on the role of NORTHCOM, which was granted a mandate as “the lead agency” in US domestic emergency procedures.

During Hurricane Rita in 2005, the detailed groundwork for the “militarization of emergency relief” involving a leading role for NORTHCOM was established. In this regard, Bush had hinted to the central role of the military in emergency relief: “Is there a natural disaster–of a certain size–that would then enable the Defense Department to become the lead agency in coordinating and leading the response effort? That’s going to be a very important consideration for Congress to think about.” (Statement of President Bush at a press conference, Bush Urges Shift in Relief Responsibilities – washingtonpost.com, September 26, 2005).

“The response to the national disaster is not being coordinated by the civilian government out of Texas, but from a remote location and in accordance with military criteria. US Northern Command Headquarters will directly control the movement of military personnel and hardware in the Gulf of Mexico. As in the case of Katrina, it will override the actions of civilian bodies. Yet in this case, the entire operation is under the jurisdiction of the military rather than under that of FEMA.” (Michel Chossudovsky, US Northern Command and Hurricane Rita, Global Research, September 24, 2005)

Concluding Remarks

Haiti is a country under military occupation since the US instigated Coup d’Etat of February 2004.

The entry of ten thousand heavily armed US troops, coupled with the activities of local militia could potentially precipitate the country into social chaos.

These foreign forces have entered the country to reinforce MINUSTAH “peacekeepers” and Haitian police forces (integrated by former Tonton Macoute), which since 2004, have been responsible for war crimes directed against the Haitian people, including the indiscriminate killing of civilians.

These troups reinforce the existing occupation forces under UN mandate.

Twenty thousand foreign troops under SOUTHCOM and MINUSTAH commands will be present in the country. In all likelihood, there will be an integration or coordination of the command structures of SOUTHCOM and MINUSTAH.

The Haitian people have exhibited a high degree of solidarity, courage and social commitment.

Helping one another and acting with consciousness: under very difficult conditions, in the immediate wake of the disaster, citizens’ rescue teams were set up spontaneously.

The militarization of relief operations will weaken the organizational capabilities of Haitians to rebuild and reinstate the institutions of civilian government which have been destroyed. It will also encroach upon the efforts of the international medical teams and civilian relief organisations.

It is absolutely essential that the Haitian people continue to forcefully oppose the presence of foreign troops in their country, particularly in public security operations.

It is essential that Americans across the land forcefully oppose the decision of the Obama adminstration to send US combat troops to Haiti.

There can be no real reconstruction or development under foreign military occupation.

WHO Continues To Deceive: Assumes That Ukraine Plague Is H1N1 Swine Flu

The World Health Organization (WHO) is continuing to deceive the world by stating sweeping assumptions about the Ukraine pandemic. Despite huge differences in transmission and deaths rates, the agency stated Tuesday that it was valid to assume that most of the cases of influenza reportedly combing through the Ukraine were caused by the pandemic A(H1N1) virus.
There is very little left to be respected of the WHO. After months of using junk science and contradictions to conceal actual swine flu cases, they are now launching phase two of their deceptive operation: Convince the world that a more lethal strain of flu is still the same H1N1 virus.
Infectious disease expert Dr. Donald Lau explained that the chances of the Ukrainian pandemic being the same H1N1 virus that has infected the world are very low. “The statistical probability of this being the same H1N1 virus are infinitesimally small.” Dr. Lau stated that the high viral transmission rates are extremely unusual for H1N1 and there is almost certainly some type of new virus, or a lethal recombination that has occurred.
Dr. Lau speculated that the Ukraine government or the WHO may be withholding and/or suppressing information for some unknown reason. “There must have been some misrepresentation of actual deaths versus infection rates.” Dr. Lau has estimated the probable fatality rate of this new virus to be close to 0.5 percent which is astronomically higher than the H1N1 virus in any part of the world.
Ukrainian authorities on Sunday launched an urgent appeal for help from world powers after it imposed drastic measures to tackle a sudden surge of flu-like illness in the country.
Almost 500,000 cases of influenza and acute respiratory illness have been reported, according to approximate but official Ukrainian figures cited by the WHO.
“Given the potential significance of this outbreak as an early warning signal, WHO commends the government of Ukraine for its transparent reporting and open sharing of samples,” the UN health agency said in a statement.

“As the pandemic virus has rapidly become the dominant influenza strain worldwide, it can be assumed that most cases of influenza in Ukraine are caused by the H1N1 virus,” the agency said.

“Judging from the symptomalogy of the reported victims, it seems highly improbable that there are less than one-hundred deaths considering the amount of infections stated,” said Lau. The dominant H1N1 influenza strain has not been capable of producing such a large amount of infections or deaths in such a short period. “The H1N1 swine flu virus is mild in comparison to the influenza strain currently attacking the Ukraine, it is not the same virus or strain as what we’ve seen,” added Lau.

The expeditious rise in infections and deaths in the past few days raise many concerns that the virus is transmitting very efficiently. Spikes in cases have been reported throughout the northern hemisphere, but the increased fatalities and the frequency in hemorrhagic cases in Ukraine have particularly raised concerns.

The highest rates of “acute respiratory illness/influenza-like illness” were found in western areas, while they were also increasing rapidly around the capital Kiev, according to the WHO. Eighty-one people have died as a result of flu and acute respiratory infections, the Ukrainian health ministry said, but the pandemic A(H1N1) virus has been confirmed in only one of the fatal cases.

The WHO said a team of specialists who arrived in the country on Monday will initially focus on the Lvov region, where reported “severe” cases of acute respiratory illness “have been especially high.”

Samples from Ukraine have also been received by the WHO’s influenza research laboratory in London for tests.
“Many questions remain to be answered,” the WHO said.

“The outbreak in Ukraine may be indicative of how the virus can behave in the northern hemisphere during the winter season, particularly in health care settings typically found in eastern Europe,” it added.

Journalist Files Charges against WHO and UN for Bioterrorism and Intent to Commit Mass Murder

(NaturalNews) As the anticipated July release date for Baxter’s A/H1N1 flu pandemic vaccine approaches, an Austrian investigative journalist is warning the world that the greatest crime in the history of humanity is underway. Jane Burgermeister has recently filed criminal charges with the FBI against the World Health Organization (WHO), the United Nations (UN), and several of the highest ranking government and corporate officials concerning bioterrorism and attempts to commit mass murder. She has also prepared an injunction against forced vaccination which is being filed in America. These actions follow her charges filed in April against Baxter AG and Avir Green Hills Biotechnology of Austria for producing contaminated bird flu vaccine, alleging this was a deliberate act to cause and profit from a pandemic.

Summary of claims and allegations filed with FBI in Austria on June 10, 2009

In her charges, Burgermeister presents evidence of acts of bioterrorism that is in violation of U.S. law by a group operating within the U.S. under the direction of international bankers who control the Federal Reserve, as well as WHO, UN and NATO. This bioterrorism is for the purpose of carrying out a mass genocide against the U.S. population by use of a genetically engineered flu pandemic virus with the intent of causing death. This group has annexed high government offices in the U.S.

Specifically, evidence is presented that the defendants, Barack Obama, President of the U.S, David Nabarro, UN System Coordinator for Influenza, Margaret Chan, Director-General of WHO, Kathleen Sibelius, Secretary of Department of Health and Human Services, Janet Napolitano, Secretary of Department of Homeland Security, David de Rotschild, banker, David Rockefeller, banker, George Soros, banker, Werner Faymann, Chancellor of Austria, and Alois Stoger, Austrian Health Minister, among others, are part of this international corporate criminal syndicate which has developed, produced, stockpiled and employed biological weapons to eliminate the population of the U.S. and other countries for financial and political gain.

The charges contend that these defendants conspired with each other and others to devise, fund and participate in the final phase of the implementation of a covert international bioweapons program involving the pharmaceutical companies Baxter and Novartis. They did this by bioengineering and then releasing lethal biological agents, specifically the “bird flu” virus and the “swine flu virus” in order to have a pretext to implement a forced mass vaccination program which would be the means of administering a toxic biological agent to cause death and injury to the people of the U.S. This action is in direct violation of the Biological Weapons Anti-terrorism Act.

Burgermeister’s charges include evidence that Baxter AG, Austrian subsidiary of Baxter International, deliberately sent out 72 kilos of live bird flu virus, supplied by the WHO in the winter of 2008 to 16 laboratories in four countries. She claims this evidence offers clear proof that the pharmaceutical companies and international government agencies themselves are actively engaged in producing, developing, manufacturing and distributing biological agents classified as the most deadly bioweapons on earth in order to trigger a pandemic and cause mass death.

In her April charges, she noted that Baxter’s lab in Austria, one of the supposedly most secure biosecurity labs in the world, did not adhere to the most basic and essential steps to keep 72 kilos of a pathogen classified as a bioweapon secure and separate from all other substances under stringent biosecurity level regulations, but it allowed it to be mixed with the ordinary human flu virus and sent from its facilities in Orth in the Donau.

In February, when a staff member at BioTest in the Czech Republic tested the material meant for candidate vaccines on ferrets, the ferrets died. This incident was not followed up by any investigation from the WHO, EU, or Austrian health authorities. There was no investigation of the content of the virus material, and there is no data on the genetic sequence of the virus released.

In answer to parliamentary questions on May 20th, the Austrian Health Minister, Alois Stoger, revealed that the incident had been handled not as a biosecurity lapse, as it should have been, but as an offence against the veterinary code. A veterinary doctor was sent to the lab for a brief inspection.

Burgermeister’s dossier reveals that the release of the virus was to be an essential step for triggering a pandemic that would allow the WHO to declare a Level 6 Pandemic. She lists the laws and decrees that would allow the UN and WHO to take over the United States in the event of pandemic. In addition, legislation requiring compliance with mandatory vaccinations would be put into force in the U.S. under conditions of pandemic declaration.

She charges that the entire “swine flu” pandemic business is premised on a massive lie that there is no natural virus out there that poses a threat to the population. She presents evidence leading to the belief that the bird flu and swine flu viruses have, in fact, been bioengineered in laboratories using funding supplied by the WHO and other government agencies, among others. This “swine flu” is a hybrid of part swine flu, part human flu and part bird flu, something that can only come from laboratories according to many experts.

WHO’s claim that this “swine flu” is spreading and a pandemic must be declared ignores the fundamental causes. The viruses that were released were created and released with the help of WHO, and WHO is overwhelmingly responsible for the pandemic in the first place. In addition, the symptoms of the supposed “swine flu” are indistinguishable from regular flu or from the common cold. The “swine flu” does not cause death anymore often than the regular flu causes death.

Burgermeister notes that the figures for deaths reported for the “swine flu” are inconsistent and there is no clarity as to how the number of “deaths” has been documented.

There is no pandemic potential unless mass vaccinations are carried out to weaponize the flu under the guise of protecting the population. There are reasonable grounds for believing that the mandatory vaccines will be purposely contaminated with diseases that are specifically designed to cause death.

Reference is made to a licensed Novartis bird flu vaccine that killed 21 homeless people in Poland in the summer of 2008 and had as its “primary outcome measure” an “adverse events rate”, thereby meeting the U.S. government’s own definition of a bioweapon (a biological agent designed to cause an adverse events rate, i.e death or injury) with a delivery system (injection).

She alleges that the same complex of international pharmaceutical companies and international government agencies that have developed and released pandemic material have positioned themselves to profit from triggering the pandemic with contracts to supply vaccines. Media controlled by the group that is engineering the “swine flu” agenda is spreading misinformation to lull the people of the U.S. into taking the dangerous vaccine.

The people of the U.S. will suffer substantial and irreparable harm and injury if they are forced to take this unproven vaccine without their consent in accordance with the Model State Emergency Health Powers Act, National Emergency Act, National Security Presidential Directive/NSPD 51, Homeland Security Presidential Directive/HSPD-20, and the International Partnership on Avian and Pandemic Influenza.

In the U.S. since 2008, Burgermeister charges that those named in her allegations have implemented new and/or accelerated the implementation of laws and regulations designed to strip the citizens of the U.S. of their lawful constitutional rights to refuse an injection. These people have created or allowed provisions to remain in place that make it a criminal act to refuse to take an injection against pandemic viruses. They have imposed other excessive and cruel penalties such as imprisonment and/or quarantine in FEMA camps while barring the citizens of the U.S. from claiming compensation from injury or death from the forced injections. This is in violation of the laws governing federal corruption and the abuse of office as well as of the Constitution and Bill of Rights. Through these actions, the named defendants have laid the groundwork for mass genocide.

Using the “swine flu” as a pretext, the defendants have preplanned the mass murder of the U.S. population by means of forced vaccination. They have installed an extensive network of FEMA concentration camps and identified mass grave sites, and they have been involved in devising and implementing a scheme to hand power over the U.S. to an international crime syndicate that uses the UN and WHO as a front for illegal racketeering influenced organized crime activities, in violation of the laws that govern treason.

She further charges that the complex of pharmaceutical companies consisting of Baxter, Novartis and Sanofi Aventis are part of a foreign-based dual purpose bioweapons program, financed by this international criminal syndicate and designed to implement mass murder to reduce the world’s population by more than 5 billion people in the next ten years. Their plan is to spread terror to justify forcing people to give up their rights, and to force mass quarantine in FEMA camps. The houses, companies and farms and lands of those who are killed will be up for grabs by this syndicate.

By eliminating the population of North America, the international elite gain access to the region’s natural resources such as water and undeveloped oil lands. And by eliminating the U.S. and its democratic constitution by subsuming it under a North American Union, the international crime group will have total control over North America.

As Swine Flu Spreads, Conspiracy Theories of Laboratory Origins Abound

(NaturalNews) Perhaps due to the genetic makeup of the fast-spreading H1N1 strain of influenza — which includes genetic elements from bird flu, swine flu and human flu spanning three continents — there is considerable speculation that the origins of this virus are man-made.

It’s not an unreasonable question to ask: Could world governments, spooked by the prospect of radical climate change caused by over-population of the planet, have assembled a super-secret task force to engineer and distribute a super virulent strain of influenza designed to “correct” the human population (and institute global Martial Law)?

Technically, it’s possible. The U.S. military, all by itself, has the know-how to engineer and unleash such a virus. That doesn’t mean they’ve done so, however. It would be an astonishing leap into crimes against humanity to intentionally unleash such a biological weapon into the wild.

Then again, governments of the world have routinely engaged in crimes against humanity, haven’t they? The U.S., for example, dropped nuclear bombs on civilian populations in Japan. Israel rained white phosphorous on Palestinians, Hitler exterminated countless Jews, and Americans fired millions of rounds of depleted uranium rounds into targets in Iraq and Afghanistan. Unleashing a viral biological weapon in Mexico City is no great leap beyond what governments have already done to achieve their goals.

Throughout human history, virtually all the great crimes against humanity have been carried out by governments — mostly in the name of peace, prosperity and security, by the way. So let’s be clear about one thing: Governments are certainly capable of doing this if properly motivated. Let there be no question about that.

Is there any hard evidence of laboratory origins?

As of this moment, I have not personally seen any conclusive evidence of laboratory origins for this H1N1 swine flu. I am open to the possibility that new evidence may emerge in this direction, however, and I am suspicious of the genetic makeup of the virus as one possible indicator of its origins.

I am not a medical specialist in the area of infectious disease, but I have studied microbiology, genetics and a considerable amount of material on pandemics. What seems suspicious to me is the hybrid origin of the viral fragments found in H1N1 influenza. According to reports in the mainstream media (which has no reason to lie about this particular detail), this strain of influenza contains viral code fragments from:

• Human influenza
• Bird Flu from North America
• Swine flu from Europe
• Swine flu from Asia

This is rather astonishing to realize, because for this to have been a natural combination of viral fragments, it means an infected bird from North America would have had to infect pigs in Europe, then be re-infected by those some pigs with an unlikely cross-species mutation that allowed the bird to carry it again, then that bird would have had to fly to Asia and infected pigs there, and those Asian pigs then mutated the virus once again (while preserving the European swine and bird flu elements) to become human transmittable, and then a human would have had to catch that virus from the Asian pigs — in Mexico! — and spread it to others. (This isn’t the only explanation of how it could have happened, but it is one scenario that gives you an idea of the complexity of such a thing happening).

Is the Ministry of Fear about to be reopened? I thought – when Lord Blair finally departed from us and George Bush left the White House – that the institution had been closed down, that we might have been allowed a few hours in the broad sunlit uplands. Change? Hope? Renewal? Inspiration? But no, the semantics of our masters are reverting to type. There are no uplands, just another new dark age of fear and terror.

A few months ago, the following Bush-speak would be wearily familiar. “Let me be clear: al-Qa’ida and its allies – the terrorists who planned and supported the 9/11 attacks – are in Pakistan and Afghanistan. Multiple intelligence estimates have warned that al-Qa’ida is actively planning attacks on the US homeland from its safe haven in Pakistan … if the Afghan government falls to the Taliban – or allows al-Qa’ida to go unchallenged – that country will again be a base for terrorists who want to kill as many of our people as they possibly can.” Only, of course, this wasn’t Bush-speak. It was a Bush-clone, called Obama-speak.

And now a reversion to Blair-speak: “Contemporary terrorist organisations aspire to use chemical, biological, radiological and even nuclear weapons. Changing technology and the theft and smuggling of chemical, biological, radiological, nuclear and explosive materials make this aspiration more realistic than it may have been in the recent past…” Yup, that’s the Home Office for you. Dirty bombs. Biological weapons, according to the Home Office intelligence girls and boys – the same crew, presumably, who helped to give us weapons of mass destruction and five-minute warnings six years ago but who now work for Lady Jacqui. I thought it was Churchill who warned us in 1940 of a new dark age “made more sinister and perhaps more protracted by the lights of perverted science”.

That these two crimson-lit warnings should have come within three days of each other last month was surely not by chance. Note how the Taliban has now become conflated with al-Qa’ida, how the land mass of the Middle East has been pushed further east. Once it was Iraq, Iran and Afghanistan. Now it’s Afghanistan and Pakistan. And note how Tube train bombings in London have suddenly turned into dirty bombs, poison and radioactivity. The border region between Afghanistan and Pakistan is now “the most dangerous place in the world”, according to Obama.

Well, tell that to the Raj. Didn’t Sir Mortimer Durand define the frontier – henceforth the Durand line – to separate India from Afghanistan? And hasn’t it always been “the most dangerous place in the world” (save, I suppose, for “Palestine” which – for all the usual reasons – got left out of the Obama speech of 27 March). Wasn’t it just a few miles up the road, in the Kabul Gorge, that an entire British army was wiped out in 1842? And was it not in 1893 that Lord Roberts spoke of “the policy of endeavouring to extend our influence over, and establish law and order on, that part of the border where anarchy, murder and robbery up to the present time have reigned supreme … Some 40 years ago the policy of non-interference with the tribes, so long as they did not trouble us, may have been wise and prudent, though selfish and not altogether worthy of a great civilising power”.

Yup, it was that same “porous” border – and count how many times you read the word “porous” in the weeks to come – that Obama is now talking about. The problem is that the dratted Pathans think this place is called Pushtunistan and no more recognise the Durand line today than they did in the 19th century. And when millions of people just don’t recognise a border, then all the king’s horses and all the king’s men (or President Obama’s) aren’t going to be able to do anything about it. “We will insist that action be taken – one way or another – when we have intelligence about high-level terrorist targets,” Obama promises. If the Pakistani government doesn’t take action, the US will.

Ho hum. In the days of empire, we crossed the Durand line from the Raj into Afghanistan. Now Obama’s going to change the plot by invading in the opposite direction, from Afghanistan into the former Raj. And with just 20,000 extra troops. My colleague John Griffiths has been researching Soviet files on Moscow’s attempts to stamp out “terrorism” in Afghanistan with surges and cross-border raids. Here’s an analysis from the Soviet Frunze Military Academy on the “terrorists” the Russians fought in Afghanistan for eight bloody years:

“Several combat principles lay at the heart of mujahedin tactics. First, they avoided direct contact with the superior might of regular forces which could have wiped them out. Second, the mujahedin practically never conducted positional warfare and, when threatened with encirclement, would abandon their positions. Third, in all forms of combat the mujahedin always strove to achieve surprise. Fourth, the mujahedin employed terror and ideological conditioning on a peaceful populace as well as on local government representatives.”

The Frunze lads concluded that their “terrorist” enemies enjoyed night action, could move rapidly through the border mountains (in Obama’s “most dangerous place in the world”), had a broad intelligence network and could pick up details of secret Soviet unit movements. Now who does that remind you of? In his soon-to-be-published book, Griffiths recommends that the Frunze report should lie on every US president’s desk, permanently open at this page.

Do we never learn? Muslim Pakistan is detonating in front of our eyes while Israel, when it’s not grabbing more land from Muslim Palestinians in the West Bank, is claiming that Iran – not Pakistan – is the greatest threat to world peace. Its foreign minister doesn’t even want a Palestinian state any more. And what should we be doing? Trying to resolve the wound of Kashmir, of “Palestine”, of Kurdistan, of Lebanon. But no, we’re off on another adventure. Poison, dirty bombs, the lot. The most dangerous place in the world. Carry on up the Khyber.
